The Ministry of Economy of Kyrgyzstan Initiates Gradual Increase in Excise Tax Rates on Alcohol

The Ministry of Economy of Kyrgyzstan initiates a phased increase in excise tax rates on alcohol

As part of this project, an increase in the excise tax on certain alcoholic products is planned. The increase will occur in phases, starting in 2026 and concluding in 2029.

According to the project, the following structure for the growth of excise taxes is proposed:

Proposed excise rates:


Alcohol, vodka, liqueurs, fortified drinks, balms, and fortified juices: the excise tax will increase from 160 soms per liter in 2025 to 200 soms in 2026, and then will increase by 20 soms annually, reaching 260 soms per liter by 2029.
Wine: the rate will increase from 20 soms per liter in 2025 to 25 soms in 2026, with a subsequent increase of 5 soms each year, reaching 40 soms by 2029.

Sparkling wine and champagne: the excise tax will increase from 45 soms per liter in 2025 to 50 soms in 2026, with further increases of 5 soms until 2028, when the rate will be 60 soms, and in 2029 it will be 70 soms per liter.

Cognac (excluding cognac spirit): the rate will be increased from 100 soms per liter in 2025 to 140 soms in 2026 and will reach 200 soms by 2029.

Beer: the excise tax will increase from 17 soms per liter in 2025 to 20 soms in 2026, then to 25 soms in 2027 and 30 soms in 2028.

These changes are aimed at reducing the consumption of harmful products, harmonizing Kyrgyzstan's tax policy with international standards, and increasing revenues to the state budget.
