
The Ministry of Construction, Architecture, and Housing and Communal Services of the Kyrgyz Republic has published a draft order regarding the "Approval of the Regulation on the Combination of Design and Construction of Real Estate" for public discussion.
The developers of the draft emphasize that its main goal is to improve regulatory regulation in the field of architectural and construction activities, aimed at integrating the processes of design and construction.
This approach to parallel design and construction is considered a modern organizational and technological solution.
This mechanism allows for the initiation of construction work based on approved parts of the project documentation, without waiting for the completion of the entire design.
The justification for the draft notes that the combination of design and construction represents an innovative approach, known in international practice as Design and Build or Fast Track Construction. It is actively used in countries such as the USA, Germany, South Korea, Turkey, and China, which contributes to the acceleration of the implementation of infrastructure and investment projects. This method helps improve the management of the construction process, reduce the time for commissioning facilities, and optimize costs.
The draft order includes the following provisions:
- phased division of project documentation with the possibility of its development and subsequent approval and state expertise;
- the commencement of construction work for each phase after the registration of project documentation in the register of construction objects;
- the mandatory requirement to obtain a positive conclusion from the expertise of the previous phase before proceeding to the next;
 establishment of responsibility for the customer, design, and construction organizations for compliance with norms and technical regulations.
