Tasks for the development of settlements and rural areas at the end of the 20th century

An architect in the field of management is a socially active individual, programming activities in their industry. The State Construction Committee of the Kyrgyz SSR is the body regulating the activities of design organizations and construction. The range of issues is diverse — this includes the creation of district planning projects, master plans for cities, district centers, settlements, villages, construction projects, individual building projects, expertise of project solutions, selective review of individual projects at urban planning councils, etc. The tasks of the Main Architectural and Planning Department of the city of Frunze, which manages the urban planning process in the capital of the republic, are no less complex. A significant amount of work on the development of regional and district centers, settlements, and rural areas is carried out by architects of regional and district architecture departments. Over time, successful figures in management have included A. Mokenov, K. Alykulov, E. Bektashev, G. Kutateladze, V. Petrenko, K. Nazarov, A. Soltobaev, P. Balandin, B. Kalchaev, and others.

The work of an architect is multifaceted, touching upon areas of human activity such as planning, design, and construction. All of this requires architects to have great initiative, courage, and a willingness to take responsibility for the creative direction of architecture. Only such complete dedication from each member of the creative union will determine the fates of urban planning and architecture, ensuring the proper authority of the profession and each architect individually.
