Architect. Born in 1949 in the city of Berdichev, Zhytomyr region of the Ukrainian SSR.
In 1973, he graduated from the Moscow Architectural Institute. Chief architect of projects at the general planning workshop of the "FrunzeGorProject" institute.
Member of the Union of Architects of the USSR since 1977.
The beginning of I. Likhterov's creative biography coincided with the exacerbation of urban planning problems in the capital. The city had exhausted its available territories and needed reconstruction. It was necessary to move away from the large-scale peripheral residential areas to the constrained conditions of the existing urban environment. The renewal of the old city is an adaptation to modern requirements; it is the next stage of architectural mastery that requires a deep understanding of the historical structure of the city and does not allow for mistakes in decision-making.
A decade in the creative biography of this architect is occupied by work on the detailed planning project for the center of Frunze. He participates in the formation of new highways, green zones, parks, and squares, as well as the central square of the city. New squares and public spaces are integrated into the structure of the central area. Major city streets and special pedestrian paths leading to the mountains converge here. Cozy residential courtyards adjoin the spaces of residential streets and pedestrian zones, contributing to the overall urban environment.
Awarded a medal from the Union of Architects of the USSR at the review-competition (1983) for the detailed planning project of the core of the central part of Frunze.

1984. Detailed planning project for the eastern residential area of Frunze (as part of a team); development project for the "Vostok-5" microdistrict, Phase II (as part of a team).
