The basis for this step was an on-site inspection conducted by representatives of the State Institute of Seismic Resistant Construction, the Republican Center for Certification in Construction, and the Department of State Architectural and Construction Control. All these organizations operate under the Ministry of Construction, Architecture, and Housing and Communal Services of the Kyrgyz Republic.

The inspection was initiated in response to complaints from local residents. The specialists aimed to assess the legality of the ongoing work, analyze the condition of the load-bearing structures, and ensure compliance with seismic resistance standards.
During the inspection, experts communicated with residents, collected necessary data and materials, which are currently under review.
Until the analysis is completed and the legality of the provided documents is clarified, all construction work will remain suspended. An official written order has been issued regarding this matter.
