She noted that previously there were no clear regulations governing these processes; however, now, according to the Law "On Urban Planning and Architecture," it is necessary to obtain approval for project and estimate documentation.
"If the project specifies that balconies must remain open and be decorated with wrought iron railings, you will need to collectively agree on changes with your neighbors. For example, residents must agree on glazing the balconies along a single axis, taking into account the dimensions and using uniform materials. After obtaining the consent of all residents, it is advisable to contact the Ministry of Construction to make changes to the building's facade passport," Estebesova explained.
According to her, any unauthorized changes to the external appearance of buildings will be considered a violation, and work should not be carried out in parts.
It is also worth noting that the second phase of the design code implementation has begun in Bishkek, which includes the regulation of the placement of external air conditioning units, as well as electrical and internet cables on building facades. Attention is also being paid to balconies that have been glazed without proper permission and structures installed without the necessary approvals.
