The average annual energy production will be 104 million kWh, which will reduce the electricity deficit in the country by 2.5% and improve the reliability of energy supply for Kara-Kul and the Toktogul cascade of hydropower plants.
The project was implemented by a local investor, the company OsOO "Zhagalmai," and cost 25 million US dollars, after which the hydropower station will be transferred to the state after 15 years of operation.
In his speech, the President noted that the launch of the "Kara-Kul" hydropower station is a significant event for the energy sector of Kyrgyzstan.
He emphasized that this construction is an important step towards ensuring energy security and stable electricity supply for the region, as well as contributing to the strengthening of the country's economy.
Sadyr Japarov also reminded that in 2023, the Ministry of Energy proposed an investment agreement, which received approval from the Cabinet of Ministers, and the construction of the hydropower station began in September of the same year.
The completion of construction was planned for the first quarter of 2026; however, the work was completed five months ahead of schedule.
The President noted that this was made possible due to the high level of professionalism, coordinated work of specialists and builders, as well as the initiative of the project.
Additionally, he pointed out the implementation of a significant project - the Kambar-Ata HPP-1, for which preparatory work has already begun.
With the completion of nearly 40 small hydropower plants and a new thermal power plant in Kara-Keche, the republic will be able to fully meet its winter electricity needs. "God willing, in 2.5 years we will stop importing electricity in winter," the president added and urged citizens to be patient amid the current deficit.
Sadyr Japarov emphasized that the state pays great attention to the development of "green energy," creating conditions for investors, including stable policies and trusting relationships.
He cited the "Kara-Kul" hydropower station as an example of successful project implementation by a domestic investor, who will manage the station for 15 years.
The President noted that successful projects in the energy sector demonstrate reliable partnership between the state and the private sector, and each new small hydropower plant strengthens the energy potential of the country.
At the end of the event, Sadyr Japarov met with the community of Kara-Kul, discussing issues related to urban infrastructure, such as the construction of multi-story buildings and the reconstruction of facilities.
He also announced plans to build a modern residential complex on a 10-hectare site with the participation of the State Mortgage Company, and instructed to work on updating the "Energetik" park and the need for educational institutions.
