On this day, the head of state participated in the opening ceremony of the Kara-Kul Hydroelectric Power Station, which has a capacity of 18 megawatts. The total cost of the project was 25 million dollars. Experts predict that the average annual electricity generation will be 104 million kWh, which should reduce the electricity deficit in the country by 2.5% and improve the reliability of power supply for the city of Kara-Kul and the Toktogul cascade of hydroelectric power stations.
The project was implemented by the company "Zhagalmai". After 15 years of operation, the hydroelectric power station will be transferred to state ownership.
At a meeting with President Sabyrzhan Toktogulov, a hydro builder and former mayor of Mailuu-Suu (2008-2010), the situation with the apartment buildings constructed during the creation of the hydroelectric power station was discussed. According to him, these buildings are made up of 50-60% wood, and the residents of Kara-Kul are currently in urgent need of new housing.
The president noted that he has already identified a plot of land that can be used for the construction of mortgage houses. The presidential representative in the Jalal-Abad region, Tilek Tekebaev, reported that the area of this land plot is 10 hectares. “I have ordered the construction of residential buildings to begin. We plan to build 5- or 9-story buildings. We plan to start in the spring of 2026, and in two years residents will be able to move in. When I first came to power, the budget of the state mortgage company was only 10 million soms, and now it is 87 billion soms. We have the necessary funds,” added Sadyr Japarov.

Kara-Kul, beautifully located among the mountains and featuring two artificial lakes—Pioneer and Komsomol, as well as the "Quarry" dam on the Kaindy River—was founded in the 1960s.
The settlement emerged on June 16, 1962, as a work site for hydro builders engaged in the construction of the Toktogul Hydroelectric Power Station, which is the largest hydro junction in Central Asia. In unofficial circles at that time, it was called Komsomolsk-on-Naryn.
On October 26, 1962, the Presidium of the Supreme Soviet of the Kyrgyz SSR approved the name Kara-Kul and classified it as an urban-type settlement.
An important moment in the city's history came on January 7, 1977, when, based on a decree from the Presidium of the Supreme Soviet of the Kyrgyz SSR, Kara-Kul became a city of regional subordination and was included in the Osh region.
In the following years, several administrative changes occurred:
- On September 3, 1980, due to the formation of the Talas region, according to the decree of the Presidium of the Supreme Soviet of the Kyrgyz SSR, Kara-Kul became part of it.
- On December 14, 1990, as a result of the creation of the Jalal-Abad region and based on the law "On the Improvement of Regional Division of the Kyrgyz SSR," the city was transferred to the new region.
June 2002 — according to the resolution of the Legislative Assembly of the Jogorku Kenesh and the government decree, the city's name officially began to be written as Kara-Kul.
- June 2008 — according to the resolution of the Jogorku Kenesh of Kyrgyzstan on restoring the hyphenated spelling of settlements, the city was returned to the spelling Kara-Kul.
Today, Kara-Kul continues to develop as a regional center, surrounded by magnificent natural landscapes and the Toktogul Reservoir at the Kok-Bel pass.
