An extraordinary session of the X convocation of the council took place on October 24, with 24 out of 41 deputies participating.
Among those present were the chairman of the city council Nurtilek Bolotov and the mayor of Manas Ernisbek Ormokov, as well as representatives from various departments and district administrations.
Ten questions were brought up for discussion during the session:
- approval of grants from the republican budget for the city of Manas for 2026;
- consent to accept private land plots into municipal ownership;
- transfer of a municipal building for operational management;
- approval of the regulations for the municipal enterprise "Manas Bus Station";
- decision on the transfer of municipal land;
- consent to exchange land plots on J. Bakiev and B. Erkinbaev streets;
- consent to change the city's status from regional to republican;
- amendment to the council's resolution of August 11, 2025;
- consent to allocate funds from the Development Fund for the construction of a boiler house at Kyzyl-Suu School, showers in the gym of the municipal management of Taygaraev, a bridge in Mountain Kyzyl-Suu, and the purchase of 4 small tractors for "Jalal-Abad Tazalyk";
- consent to transfer a "YASIN" brand bus to the Jalal-Abad City Department of Internal Affairs.
During the session, deputies asked questions, discussed proposals, and unanimously approved all agenda items.
On October 11, the Deputy Chairman of the Cabinet of Ministers and head of the State National Security Committee Kamchybek Tashiev, during the opening ceremony of the stele on Ayub-Too Mountain, announced that Manas would receive the status of a city of republican significance in the future according to him.
It was previously reported that a new stele named "Manas" was installed on Ayub-Too Mountain, replacing the old "Jalal-Abad." The inscription on the 50-meter flagpole was also updated, and a modern lighting system was installed.
The funding for the work was provided by private sponsors, without using city budget funds.
The height of the old "Jalal-Abad" inscription was 6 meters, while the new "Manas" reached 8 meters.
The "Jalal-Abad" stele was installed in 2022, and its opening was attended by President Sadyr Japarov. Landscaping was carried out around the area — trees were planted, benches were installed, and a recreation area was created. The project cost more than 15 million soms, allocated from the city budget. Since then, this place has attracted many residents and tourists.
On September 3, 2025, the deputies of the Jalal-Abad City Council approved the initiative to rename the city. On September 10, the Jogorku Kenesh approved the draft law in three readings, and on September 17, President Sadyr Japarov signed the law "On the Renaming of the City of Jalal-Abad to the City of Manas."
On September 26, the city council deputies decided to celebrate September 27 as the Day of the City of Manas.
