The State Committee for National Security revealed that citizen Saltanat Mamanova owes more than 10.3 million soms for land rent in the city of Osh — details were announced by the mayor's office.

The city hall of Osh provided information on how the debt for the lease of the land plot where the "Meerim" restaurant is located was calculated.
According to official data, citizen Saltanat Mamanova acquired ownership of the plot on Karasui Street in Osh in accordance with the city hall's decision dated November 6, 2003, number 1259. The plot has an area of 1,647 square meters, of which 880 square meters were leased for 15 years.
Furthermore, on May 12, 2010, lease agreement No. 285-10 was concluded, which was valid until the end of 2010. The leased plot also consisted of 880 square meters and was located on Karasui Street [without a number].
According to information from the city hall, on January 13, 2012, the Osh City Court satisfied Saltanat Mamanova's claim to recognize her rights to adjacent plots of 610 and 270 square meters, which were used for a hotel, a supermarket, and a billiard hall. Thus, the plot was recognized as her property, although the ownership rights were not registered with the cadastral authority.

As of today, the city hall stated that this plot has been returned to municipal ownership according to resolutions adopted on August 5, 2022 (number 331) and October 30, 2023 (number 953).
Additionally, the Main Department of the State National Security Committee for the Osh region conducted an audit in the city hall. The inspection revealed that from January 1, 2011, to December 31, 2023, Saltanat Mamanova did not make any lease payments, resulting in a shortfall of 10 million 396 thousand 1 som in the city budget. The debt was also calculated for the period from January 1, 2024, to October 30, 2025, amounting to 3 million 235 thousand 232 soms. The total amount of damage reached 13 million 631 thousand 233 soms, of which Saltanat Mamanova paid only 600 thousand soms. Thus, the remaining debt amounts to 13 million 31 thousand 233 soms.

Previously, the city hall reported that the "Meerim" restaurant has a debt of 14 million soms for the lease of municipal land and commercial premises. The owners of the restaurant are identified as Ravshan Rysbaev and Rustam Mamanov, who were previously deputies.

Saltanat Mamanova's lawyers, Aysalkyn Karabaeva and Zamir Adigeneev, stated at a press conference on October 23 that former deputies Rysbaev and Mamanov have no relation to the "Meerim" restaurant. According to them, for the past one and a half years, the owner of the restaurant has been one of the banks.

According to lawyer Karabaeva, on January 24, 1989, the Executive Committee of the Council of People's Deputies of the city of Osh made a decision to allocate 0.30 hectares for construction. Archive documents confirm that all title documents for this plot were issued. According to the architectural project, a multi-story hotel building was planned to be constructed on this plot; however, construction was halted as a result of the collapse of the USSR.

Then, on March 9, 1995, OJSC "Osh-zhol" acquired this plot from the State Property Fund for 178 thousand 893 soms. The joint-stock company received a certificate of ownership and sold the plot on June 26, 2000, to citizen S.A., who in turn resold it to S.M.

Lawyer Karabaeva also added that on August 20, 2003, the city hall formalized the contract and issued a state act based on the decision of November 6, 2003. The right of private ownership was formalized on May 26, 2011. As of June 21, 2024, according to "Cadastra," the building became the property of one of the commercial banks.
