The law, which was approved by the Jogorku Kenesh on December 24, 2025, aims to improve state regulation in the field of virtual asset services, as well as to ensure stability and transparency in this market in the country.
According to the new law, the president has the right to introduce pilot regulation in certain territories of the Kyrgyz Republic to test legal norms related to innovative services and technologies within the framework of a special regulatory regime (the so-called regulatory sandbox).
The authorized body responsible for implementing policies in the field of virtual assets will handle licensing and the issuance of permits within this special regime. The obtained license or permit will have a limited validity period, will be personal (non-transferable), and cannot be transferred to third parties. Legal entities wishing to obtain a license to provide virtual asset services must submit a corresponding application to the authorized body.
In addition, the law requires everyone engaged in mining to register in accordance with established norms. Individual entrepreneurs and legal entities that have received a certificate will be able to start mining from the moment of its receipt.
