- On January 22, 2026, during a plenary session of the Jogorku Kenesh, deputies discussed the draft law "On Amendments to the Law on Public Procurement," which was reviewed in three readings and ultimately received approval.

Deputy Dastan Bekeshev expressed his concerns regarding the corruption risks associated with the selection of subcontractors and also noted issues of interaction between state and private enterprises.

During the discussion, Deputy Suyunbek Omurzakov clarified that according to paragraph 5 of Article 2 of the law on public procurement, amendments to this law can be made no more than once a year.

Supporting the proposed changes, Deputy Kunduzbek Sulaymanov emphasized that the initiative aims for a more effective and rational use of budgetary funds at both the republican and local levels in the implementation of public procurement.

Deputy Mederbek Aliyev noted that the proposed changes meet modern requirements. He also added that during the tendering process, purchasing organizations often focus on low prices, which negatively affects the quality of the goods, works, and services acquired.

The draft law aims to improve the public procurement process and minimize risks in the selection of subcontractors.
