Ministry of Economic Development: Citizens' Complaints About Pawnshops Decreased After Changes to the Law in 2024

After the amendments to the legislation in 2024, the number of citizen complaints about pawnshops significantly decreased. This was reported on the air of the radio station by Suyorkul Ashimzhan uulu, the chief specialist of the supervision, control, and monitoring department of the financial market at the Ministry of Economy and Commerce.

According to him, before the reform in 2024, the main reasons for citizens' appeals were high interest rates and additional fees charged by pawnshops.

“Many citizens faced difficulties in repaying short-term loans. When they needed to extend the terms, they encountered interest charges, which caused dissatisfaction,” the specialist explained.

The financial supervision received over a thousand similar complaints, based on which directives were sent to pawnshops. In some cases, funds were returned to citizens — a total of about 60 million soms, demonstrating active fulfillment of state control functions and protection of citizens' rights.

With the introduction of new regulations, the number of complaints significantly decreased, as the main issues regarding interest rates and illegal charges were resolved. Since 2024, both scheduled and unscheduled inspections have been conducted, but in 2025, unscheduled inspections were rare — only 5-6 cases, all of which occurred exclusively due to citizens' appeals.

“After 2024, the main complaints concerned compliance with loan repayment deadlines and the storage of property in pawnshops, for example, temporary placement of collateral in parking lots. Complaints related to interest rates have virtually disappeared, as the new changes in legislation established clear limits and rules for their calculation,” added Suyorkul Ashimzhan uulu.
