
During the meeting of the relevant committee of the Jogorku Kenesh on January 26, the effectiveness of the High Technology Park (HTP) was discussed. Deputy Seyidbek Atambaev expressed doubts about the tax revenues from the IT sector, pointing out that despite the multi-billion revenue, their contribution to the budget seems insufficiently impressive.
According to the information presented by the parliamentarian, over its 12 years of existence, the Park has transferred approximately 1.1 billion soms to the budget. Atambaev noted that significant growth in tax revenues has only been observed in the last three years (from 2022 to 2025), while the growth rates of the sector's turnover significantly outpace these figures. For example, in the first nine months of 2025, the revenue of HTP residents exceeded 11.4 billion soms.
In response to the criticism of the High Technology Park, Director Azis Abakirov explained that the mentioned billions represent the total income of all IT companies operating in the Park. According to his preliminary estimates, the export of digital services could reach 16 billion soms by the end of 2025.
Abakirov also provided several arguments in defense of the IT industry:
Absence of costs from the state: The creation and development of the HTP did not require funding from the republican budget.
High return: Over 12 years of operation, 3,000 specialists have brought the country about 40 billion soms.
Minimal investments: The industry demonstrates rapid growth with almost no state funding.
Nevertheless, despite the arguments from the Park's management, the question of the ratio of tax benefits for programmers and their actual contribution to the state budget remains open. Deputies plan to continue monitoring the development of this sector of the economy.
