"House committees and district leaders are planned to be involved in fixing noise violations"
According to Deputy Minister of Internal Affairs Oktobur Urmambetov, since the introduction of the noise law, its enforcement has been assigned to the Ministry of Health. However, due to the large number of citizen complaints, there arose a need to expand the powers and include the Ministry of Internal Affairs and local self-government bodies in the enforcement of the law.
Urmambetov noted that violations will be recorded using various methods. In cases where noise level measurement is necessary, specialists from the Ministry of Health, equipped with special devices, will be involved in the process. Currently, this agency has 16 certified devices for such measurements.
He explained that upon receiving a call, police officers will be able to respond to incidents, document violations, and draw up reports. It is also planned to grant powers for the initial documentation of violations to local authorities: village councils, housing committees, as well as neighborhood and street committees. In such cases, they will be able to jointly with the applicants draw up acts, conduct photo and video documentation, and submit the collected evidence to the internal affairs bodies for further consideration.
Deputy Minister of Health Ryspek Sydygaliev added that the Ministry of Health uses special sound level meters to monitor noise levels. In particular, devices such as "Ekofizika," "Assistant," and "Octava" are used, which are annually checked by state standardization bodies and are used for measurements both during the day and at night.
Sydygaliev also noted that such a practice, where noise level control is assigned to health ministries, is implemented in several other countries, such as Armenia, Belarus, Russia, and Ukraine.
