The Housing Committee Raised Questions About the Candidate's Education from the Kurultai to the Council on Justice Affairs
Deputy Bolot Ibragimov raised the question of the presence of higher education among candidates nominated by the People's Kurultai, noting that this aspect was not clearly indicated in the provided materials.
In response, the chairman of the National Council of the People's Kurultai, Mambetkerim Chekirov, stated that a verification had been conducted, and there are official documents confirming that Almaz Aydarov has a higher education. He added that Aydarov completed his studies at the Higher Technological Institute in the Osh region, which is confirmed by the relevant certificates.
Deputy Abdyldabek Egemberdiev, in turn, emphasized the requirements of the constitutional law "On the Council for Justice Affairs," particularly Article 7, which states that a member of the Council from the legal community can only be a person who is at least 40 years old, has a higher legal education, has at least 15 years of experience in the legal field, and is not in state or municipal service. In this regard, he asked about Aydarov's legal education and professional experience.
Almaz Aydarov himself, speaking before the deputies, acknowledged that he does not have a legal education. He clarified that the provisions of the People's Kurultai do not contain a requirement for legal education for nominated candidates. Furthermore, Aydarov expressed his intention to perform his duties honestly and fairly if his candidacy is approved and supported the reforms being carried out in the country.
Deputy Egemberdiev also inquired whether Aydarov's nomination violates legislation.
The representative of the president and the Cabinet of Ministers in the Jogorku Kenesh, Almas Abytov, explained that Article 7 of the Constitutional Law "On the Council for Justice Affairs" establishes general requirements for candidates. In particular, a candidate must be a citizen of the Kyrgyz Republic over 40 years old, possess an impeccable reputation, not hold foreign citizenship, not be a member of a political party, and not have a criminal record, including expunged or removed convictions. Other requirements are not specified in the law, he added.
