This law, which was adopted by the Jogorku Kenesh on December 24, 2025, aims to implement the decree of the President of the Kyrgyz Republic dated August 28, 2025, No. 250, concerning the introduction of a state monopoly on the training of medical specialists. It also aims to improve the system of training medical and pharmaceutical personnel, their retraining and professional development, as well as to conduct scientific research in the field of healthcare and the effective use of resources of educational institutions.
Amendments are made to the following acts:
- The Law of the Kyrgyz Republic "On the Licensing and Permitting System in the Kyrgyz Republic": a provision is added regarding the termination of the license of an educational organization if it does not pass state educational accreditation when implementing programs in the field of healthcare;
- The Law of the Kyrgyz Republic "On Science": the legal status of scientific organizations engaged in research in the field of healthcare is clarified;
- The Law of the Kyrgyz Republic "On Education": new terms "state accreditation" and "educational franchise" are introduced;
- The Law of the Kyrgyz Republic "On the Protection of Citizens' Health in the Kyrgyz Republic": the powers of the Ministry of Health are expanded regarding the issuance of licenses for educational activities for organizations offering professional and additional education programs in the field of healthcare.
