Sadyr Japarov spoke about the state of freedom of speech following five years of his presidency
It is worth noting that January 28 marked exactly five years since he took office as president. Many international organizations and media outlets have reported a deterioration in the situation regarding freedom of speech in Kyrgyzstan, pointing to the arrests of journalists and civil activists.
However, the president disagrees with this viewpoint, asserting that "freedom of speech in the country is no less than it was before."
"Citizens have the opportunity to freely express their opinions on social media and in the press. Regardless of whether they address social or political issues, people can write and make videos, publishing their thoughts. No one restricts them in this. It is evident; people read, share opinions, and cover these topics," he noted.
Regarding the arrests, Japarov explained that arrests are made only against those who pose a threat to constitutional order.
"Some may say that law enforcement agencies violate human rights. But it should be remembered that freedom of speech and democracy imply responsibility. Arrests are not related to criticism or the expression of opinions but concern those who, under the guise of freedom of speech, attempt to destabilize the situation in the country or call for violations of the Constitution. Imprisonment is a serious measure, and law enforcement agencies act within the law, gathering evidence," the president added.
Additionally, Japarov commented on the restrictions on holding rallies in Bishkek. The court has prohibited peaceful gatherings in Ala-Too Square and in front of government institutions. Now, rallies are only permitted in Gorky Park.
"If someone wants to hold a protest, they can gather in Gorky Park, invite the media, and express their opinions. The main thing is that it does not interfere with the work of government agencies. Such a practice exists in many countries," he concluded.
