Russia has attacked at least 19 countries in 100 years — Kaja Kallas

This statement was made at a security conference in Oslo.

At the international security conference in Oslo, held on February 2, 2026, Kaja Kallas, the head of European diplomacy, stated that over the last century, Russia has conducted military actions against at least 19 countries, with none of these countries having attacked it first.

As reported by the international agency Reuters, Kallas emphasized that Russia's aggressive policy is systemic and must be taken into account when developing a new security architecture in Europe. She also noted that sustainable peace is impossible without limiting the military potential of the Russian Federation, including military spending, troop numbers, and nuclear capabilities.

"If we analyze the last hundred years, Russia has repeatedly attacked its neighbors, and none of these countries showed aggression first," Kallas stated while addressing diplomats and experts.

This statement comes amid ongoing discussions in Europe about the future of security in the region and the consequences of the conflict in Ukraine.
