The signatories of the letter point out that "the current president was elected in 2021 according to the old Constitution. In April of the same year, a new Constitution was adopted in a nationwide referendum, which clearly defined that the president is elected for a term of five years. On May 5, 2021, the Law 'On the Constitution of the Kyrgyz Republic' came into force, which contains clarifications regarding the terms of office of the president and the possibility of running for the highest position. Article 3, paragraph 1 of this law states that 'The President of the Kyrgyz Republic, elected in 2021 for six years, exercises his powers according to the Constitution, and this term is counted as the first under the current Constitution.'
The appeal also notes that there are disagreements among lawyers and politicians: some believe that early elections are the only way out of the current situation, while others suggest waiting for the completion of the six-year term.
The signatories express confidence that holding early elections will allow "to avoid numerous interpretations, additional clarifications, public discussions, and possible appeals to the Constitutional Court."
The letter also lists the achievements of the current authorities, including the successful resolution of issues related to state borders, the fight against corruption and organized crime, as well as positive changes in the social sphere and the strengthening of the armed forces.
However, among the problems requiring immediate attention, the authors of the appeal mentioned the increase in public debt, rising prices, and the outflow of the indigenous population.
The signatories conclude that "the first stage of the work of the current top leadership of Kyrgyzstan has been completed."
They emphasize the need for new incentives for the development of the country and the transition to the second stage of quality work, which justifies their call for early elections.
