Deserving figures of the country ask Sadyr Japarov to hold early elections


Among the well-known public and state figures of Kyrgyzstan, an appeal has emerged to President Sadyr Japarov and Speaker of the Jogorku Kenesh Nurlanbek Turgunbek uulu, urgently requesting the holding of early presidential elections. The initiators believe that agreeing to this step will help resolve legal disputes regarding the presidential term and serve as a catalyst for the country's further development.

It is noteworthy that among the signatories are not only activists but also influential figures: former prime ministers, ex-deputies, and prominent representatives from various fields. It is clear that the authors of the appeal aim to demonstrate that the demand for a change in the political situation comes from the experienced part of the country's elite.

“With the beginning of 2026, Kyrgyzstan has entered a new era with the work of the renewed Jogorku Kenesh. This event allows us to summarize the processes that took place from 2021 to 2025. We are confident that during this period, the republic has achieved significant successes in its development.

Firstly, the new authorities have established order, stability, and legality in the country.

Secondly, while before 2026 the Kyrgyz army was weak and demoralized, over the past five years it has significantly strengthened and is now capable of effectively defending our country.

Thirdly, thanks to the persistent work of the authorities, disputes over state borders with Uzbekistan and Tajikistan have been successfully resolved.

Fourthly, there has been an active fight against corruption over the past five years. If before 2020 only 200 million soms were received in the budget, this amount has increased to 352 billion soms over the past five years, confirming the effectiveness of the new approaches.

Fifthly, previously organized criminal groups interfered in the appointment of leaders at all levels, but over the past five years, their influence has been significantly reduced.

Sixthly, positive changes in the social development of the country have been recorded: new schools, roads, and cultural and sports infrastructure facilities have been built.

Despite these achievements, there are a number of serious problems hindering further progress. Here are some of them.

Firstly, the growing state debt of Kyrgyzstan, which is already approaching 9 billion dollars (according to some sources, even up to 12 billion dollars). This is happening despite the fact that over the past five years, profits from the development of the Kumtor deposit amounted to 5 billion dollars.

Secondly, rising prices for consumer goods and services are leading to a decline in the living standards of the population: according to official statistics, about two million people in the country live in poverty, of which one million are children.

Thirdly, the structure of the gross product remains weak, with over 50 percent occupied by the trade and services sector, while the share of industry remains less than 10 percent.

Fourthly, there is an outflow of labor, especially youth, in search of better living conditions abroad. While previously the main direction of migration was Russia, now more and more young people are leaving for Europe, the USA, and South Korea, which negatively affects our country.

Thus, the analysis of what has been achieved and the existing problems leads us to the conclusion that the first stage of the current leadership's work is complete. Based on this, we believe it is necessary to give a new impetus to the development of Kyrgyzstan and move to the second stage of work.

Questions regarding the presidential elections are also actively discussed in society. The main discussion revolves around the contradictions between the norms of the old and new constitutions, on the basis of which the current president was elected.

It should be noted that the current president was elected in 2021 under the old constitution. In April of the same year, a new constitution was adopted, establishing the presidential term at 5 years. The law "On the Constitution of the Kyrgyz Republic," which came into force on May 5, 2021, clarifies that the president elected in 2021 for 6 years is considered under the new constitution. Legal and political experts are divided into two opinions: some believe that the only way out of the current situation is early elections, while others insist on waiting for the end of the six-year term.

In light of the upcoming challenges and disputes surrounding the presidential elections, we urge you, esteemed head of state and speaker of the Jogorku Kenesh, to promptly initiate new presidential elections in Kyrgyzstan. This will help avoid various interpretations, clarifications, and potential disputes in society.

We are confident that a new president, gaining the full trust of the people, with a new team and a quality development program, will be able to continue successful work, solve existing problems, and achieve new effective initiatives for the prosperity of Kyrgyzstan,” the appeal states.
