Resignation of Kamchybek Tashiev and Other Changes. A Brief Overview of What is Happening in Kyrgyzstan

On February 10, the President of the Kyrgyz Republic, Sadyr Japarov, signed a decree relieving Kamchybek Tashiev of his duties as Deputy Prime Minister and Head of the State Committee for National Security.

This news came as a surprise to both the general public and Tashiev himself. His resignation was followed by other significant changes.

Dismissals in the SCNS

By the president's decree on February 10, Kamchybek Tashiev was relieved of his duties as Deputy Prime Minister and Chairman of the State Committee for National Security.

In addition, the following officials were dismissed:Abdikarim Alimbayev was also removed from his position as First Deputy Chairman of the SCNS and Director of the Border Service.

Appointments in the SCNS

Jumgalbek Shabdanbekov has been appointed as the Acting Chairman of the State Committee for National Security.

Rustam Mamasadykov became the First Deputy Chairman of the SCNS (he previously held the position of Secretary of the Security Council). This position currently remains vacant.

Alisher Erbaev now serves as Deputy Chairman of the SCNS and Director of the Anti-Terrorism Center, while Uranbek Shadybekov has been appointed Deputy Chairman and Director of the Cybersecurity Coordination Center.

Changes in the Structure of the SCNS

The Border Service of the Kyrgyz Republic has been excluded from the SCNS. It was joined to this committee in November 2020. Abdikarim Alimbayev, who previously served as First Deputy Chairman of the SCNS, has become the Chairman of the State Border Service.

A State Guard Service has also been established under the President of the Kyrgyz Republic, formed on the basis of the 9th service of the SCNS, with Syrgak Berdikozhoev as its chairman.

According to information from Kaktus.media, these changes are just the beginning. Significant reforms are expected in the State Committee for National Security following the appointment of new leadership.

Sources claim that the special services will return to their core functions, including counterintelligence and combating extremism.

Reasons for Kamchybek Tashiev's Resignation

As of February 11, Sadyr Japarov had not commented on his decision regarding Tashiev's resignation. However, the president's press secretary Askat Alagozov stated that "this decision was made in the interests of the state, to avoid a split in society and strengthen unity."

Alagozov also added that "some individuals, such as Bekbolot Talgarbekov and Emilbek Uzakbaev, used Kamchybek Tashiev's name to create conflict situations among high-ranking officials."

Appeal for Early Elections

Although it was not explicitly stated, it is possible that it referred to a request to "immediately appoint early presidential elections," which was signed by 75 individuals. The full list can be found here.

On February 11, these individuals were summoned for questioning by the police, and three of them were detained, among whom may be Bekbolot Talgarbekov and Emil Uzakbaev.

Kamchybek Tashiev's Reaction

Tashiev commented on his resignation as follows: "I was undergoing treatment in Germany when I received notification of my resignation. This came as a complete surprise to me. I served my people honestly and take pride in that. It is a pity that I could not say goodbye to my colleagues, but it is important that all actions remain within the framework of the law." His statement was published.

Despite his resignation, Tashiev continues to hold the position of President of the Kyrgyz Football Union and Vice President of the National Boxing Federation.
