On February 10, the President of Kyrgyzstan, Sadyr Japarov, signed a decree relieving Kamchybek Tashiev of his duties as Deputy Prime Minister and Head of the State Committee for National Security. This news came as a surprise both to the public and to Tashiev himself. Following his resignation, other significant changes in the government ensued.

Dismissals in the SCNS

On the same day, February 10, the President of the Kyrgyz Republic signed a decree relieving Kamchybek Tashiev from his position. This information was shocking to many.

In addition, the following officials were dismissed:

Abdikarim Alimbaev was also removed from the post of First Deputy Chairman of the SCNS and was immediately appointed to a new position.

Appointments in the SCNS

Jumgalbek Shabdanbekov was appointed as Acting Chairman of the State Committee for National Security. This news became known shortly after the dismissals.

Rustam Mamasadikov was appointed as First Deputy Chairman of the SCNS, following his release from the position of Secretary of the Security Council. As of now, a new candidate has not yet been appointed to this position.

Alisher Erbaev and Uranbek Shadybekov took positions as Deputy Chairmen of the SCNS, respectively leading the Anti-Terrorism Center and the Cybersecurity Coordination Center.

Changes in the Structure of the SCNS

The Border Service was removed from the SCNS, marking an important step in the reorganization. Recall that it was joined to the SCNS in November 2020. Now Abdikarim Alimbaev heads the State Border Service.

A State Guard Service under the President was also established based on the 9th Service of the SCNS, with Syrgak Berdikozhoev appointed as its chairman.

According to Kaktus.media, further reforms in the SCNS are expected on February 11 after the appointment of new leadership. It is anticipated that the special services will focus on their core tasks, such as counterintelligence and combating terrorist threats.

President Japarov confirmed this in an interview on February 13, noting that the SCNS has fulfilled its mission and that it is now necessary to move on to qualitative changes.

Reasons for Tashiev's Resignation

According to the President's press secretary, Askat Alagozov, the decision to dismiss Tashiev was made in the interests of the state to prevent a split in society. Alagozov clarified that this decision pertains to certain individuals who used Tashiev's name for manipulation.

In an interview on February 13, the President reported instances of pressure on deputies from Tashiev's supporters, confirming the relevance of his decision. "I made a quick decision to protect my friend from negative influence," Japarov noted.

Call for Early Elections

The necessity for early presidential elections became a topic of discussion when 75 people signed a petition requesting the appointment of elections. The full list of signatories is available here.

These individuals were summoned for questioning on February 11, and by February 16, five of them had been detained. Among the detainees were Bekbolot Talgarbeckov, Emil Uzakbaev, and others.

Tashiev's Reaction

Kamchybek Tashiev, while in Germany for a medical examination, was surprised by his dismissal. In his statement, he expressed his readiness to comply with the President's decision and emphasized the need to uphold legality in the country.

On February 13, Tashiev returned to Kyrgyzstan without completing his treatment. He continues to fulfill his duties as President of the Kyrgyz Football Union and Vice President of the National Boxing Federation.

Other Resignations

A number of resignations followed the changes in the SCNS. On February 12, Speaker Nurlanbek Turgunbek uulu resigned, and Marlen Mamataliyev became the new speaker.

On February 13, further changes occurred: Bekhtur Zulpiev was appointed instead of Almasbek Abytov, who left voluntarily.

Also on February 13, the Central Commission approved new deputies in parliament, and on February 14, the head of the Main Directorate of the SCNS for Bishkek was replaced.

On February 15, news of the arrest of Eldar Jakypbekov became known.

There were also discussions on social media about rumors of the detention of deputy Shairbek Tashiev, but this was denied in parliament, stating that no request for his arrest had been received.
