Rumors about his possible resignation began to emerge a few days before this event. On February 17, representatives of the presidential administration and the city hall asserted that Toktorbaev was staying in his position, while the mayor himself denied the information about his resignation.
Toktorbaev had been leading the city hall since January 23, 2025. Previously, he was a deputy of the VII convocation of the Jogorku Kenesh, representing the faction "Ata-Jurt Kyrgyzstan".
As mayor, Toktorbaev was remembered for his activity and unexpected inspections, which were sometimes perceived as self-promotion, a point that was repeatedly mentioned by Nurlanbek Turgunbek uulu, the former speaker of the Jogorku Kenesh.
In July 2025, Kamchybek Tashiev presented Toktorbaev with a car on behalf of President Sadyr Japarov, noting that his work was recognized as exemplary for other public servants, and that was why he received this gift for personal use.
However, in September 2025, Sadyr Japarov issued a severe reprimand to Toktorbaev for improper performance of his duties, pointing out violations of ethical norms and service discipline.
After Tashiev's resignation, Toktorbaev, in response to journalists' questions, stated that he was ready to follow any instructions from the president.
He noted: "If he says, 'Leave now,' I am ready to write my resignation immediately and leave."
Let us remind you that on February 10, the President of the Kyrgyz Republic, Sadyr Japarov, issued a decree according to which Kamchybek Tashiev was relieved of his duties as Deputy Chairman of the Cabinet of Ministers - Chairman of the State Committee for National Security.
His resignation led to a number of personnel changes both in the SCNS and in other government agencies.
