
A comprehensive support system needs to be created, she believes
Nazgul Turdubekova, director of the Public Fund "League of Child Rights Defenders," has appealed to the president, the chairman of the cabinet of ministers, and the vice-speaker of parliament with a concerning message that the level of domestic violence continues to rise. She shared this information through her social media.
According to the human rights activist, the fight against domestic violence must become an integral part of state policy.
In this regard, she proposed to create a legislatively enshrined interdisciplinary model of assistance for victims, which would include a lawyer, psychologist, and social worker.
She noted that currently, the main focus in combating domestic violence is on the actions of law enforcement agencies, which essentially reduces all efforts to responding to already committed crimes.
"Such an approach does not provide adequate protection and does not prevent repeated instances of victimization. It is necessary to shift from a reactive model to a preventive and comprehensive support system. In this regard, I propose:
– to introduce a law on providing psychological assistance, enshrining the obligation of psychological support in cases of domestic violence;
– to establish mandatory interdisciplinary team work in each individual case of violence;
– to create an institute of social workers who will focus on preventing domestic violence, as well as early detection of risks and supporting families;
– to ensure state funding for psychologists and social workers, as well as develop clear standards for interagency cooperation," she emphasized.
Nazgul Turdubekova also added that the implementation of the new model will allow for the formation of an effective prevention system, reduce the number of repeat instances of violence, improve the quality of judicial protection, and strengthen citizens' trust in justice.
