The President expanded the participation of women in the public administration system

Sadyr Japarov signed a new decree



In order to achieve gender balance in the public administration system, President Sadyr Japarov approved a decree titled "On Amendments to Certain Decrees."


The document outlines measures related to the formation of a personnel reserve for political, state, and municipal positions:


– implementation of quotas, according to which the share of representatives of one gender should not exceed 70 percent;


– gender balance, ensuring that candidates from the less represented gender have an advantage when forming the personnel reserve;


– creation of conditions for the professional growth and equal access of women leaders to high-ranking positions in state and municipal structures, as well as overcoming barriers based on established gender stereotypes.


According to this decree, by the end of 2027, women should make up at least 30 percent of candidates in the management reserve.


Additionally, in state and municipal institutions, the share of women in leadership positions should reach at least 20 percent, with the aim of increasing this figure to 30 percent by 2030.


The decree will come into effect ten days after its signing.
