Sadyr Japarov: An Investigative Committee will be created, and the GKNB is awaiting a major reform

The President noted that work on reforms has been ongoing for a long time.



In an interview with the news agency "Kabar," President Sadyr Japarov spoke about plans for large-scale changes in the security forces.


— Hello, Sadyr Nurgozhoevich. Today, I would like to discuss the role of the GKNB as a state institution.
Previously, both former leaders and ordinary citizens pointed out that during the Soviet era, no one knew who worked in the KGB. But now, the GKNB faces a lot of criticism: agency employees often show their IDs, which negatively affects the reputation of the security officer. Are you aware of such assessments?


— Yes, I am aware of this. I have repeatedly warned my friend about it. I said: "It is necessary to raise the authority of the GKNB so that it is the same as that of the KGB of the USSR. Otherwise, situations arise where some, presenting themselves as GKNB employees, show their IDs even to random people. Let's eliminate this criticism." I have raised this issue more than once.


— We are observing the detention of some GKNB employees on suspicion of offenses. Is this related to the excessive power they were granted? The special service has intervened in various areas, including construction and price regulation for products, as well as in the fight against prostitution.


— On the same day that the video about the "fight against individuals providing intimate services" appeared, I turned to my friend and said: "This needs to be handed over to the Ministry of Internal Affairs; this is their area. We should not lower the level of the GKNB."


As for corruption violations, investigative actions are currently underway. However, I cannot provide details.


— You recently removed the Border Service and the Security Service from the GKNB. Tell us about the upcoming reforms. In what directions will the GKNB operate? Will it retain its functions in combating economic crimes and corruption, or will they be transferred to another agency?


— We plan significant reforms in the security structures. I intended to start them earlier, but for various reasons, it was postponed.


Now, I hope we will begin in the near future.


The GKNB will focus on its core responsibilities: intelligence, counterintelligence, protection of constitutional order, as well as combating terrorism, extremism, banditry, and drug trafficking.


For these areas, investigative powers will remain with the GKNB. It will not interfere in the economy. No one should know what the GKNB is doing and who its employees are.


After the reform, it will become a full-fledged special service, as the KGB once was.


The Ministry of Internal Affairs will also operate within its functions, and investigative powers will remain with it.


A list will be compiled detailing which powers are transferred.


A new Investigative Committee will be created, to which all investigations will be transferred. The General Prosecutor's Office and the Military Prosecutor's Office will supervise the legality of the work.


In response to the question about the necessity of creating an Investigative Committee, I say: we must care about the future and the stability of the system.


What is the situation now?


In the GKNB and the Ministry of Internal Affairs, operational investigative activities and investigative bodies exist simultaneously, managed by one minister.


For example, an operative leads a case, and an investigator may refuse to accept it if they believe it will not stand up in court. In such a case, the minister can instruct the investigator: "Accept and initiate a criminal case."


The investigator has no choice and has to initiate the case.


Thus, it cannot be claimed that there are currently no instances of injustice.


The Investigative Committee will be subordinate to the president and will be able to reject ambiguous materials presented by operatives and ministers and not initiate cases.


Thus, citizens who become victims of injustice will not be arrested — they will be released immediately. This will allow for more effective adherence to human rights, at least at the level of ninety-five percent. This will create safety conditions for future generations.


In economic cases, the same principle will apply: if a crime has occurred — arrest will follow; if it is a lie — the person will be released. Two independent bodies will be able to make more balanced decisions.


These changes will be implemented in the future. We will prepare the necessary infrastructure and technical base. A decree will be issued, and relevant bills will be submitted to the Jogorku Kenesh, discussed, and adopted, after which organizational work will begin.


This year, the country is hosting the SCO summit and the World Nomad Games. Therefore, we will begin implementing reforms next year.
