A Investigative Committee Will Be Established in Kyrgyzstan

In an interview with the "Kabar" agency, President Sadyr Japarov shared his intentions to establish a new Investigative Committee in Kyrgyzstan, which will take on the main functions of the investigative process.

He noted that as part of the reform of law enforcement agencies, the General Prosecutor's Office and the Military Prosecutor's Office will oversee the legality of the actions of all state bodies.

According to the president, the creation of a separate investigative body has become necessary due to existing problems in the current system.

Japarov explained that currently both the State National Security Committee (GKNB) and the Ministry of Internal Affairs (MVD) have operational investigative units and investigators who report to one minister. This creates risks where operatives may present materials that do not reflect reality and could cause harm. For example, they might attempt to "frame" someone for criminal prosecution.

An investigator, seeing that a case lacks grounds, may refuse to accept it; however, under pressure from above, they may be forced to follow the directives of their superiors, which creates situations of injustice.

The president emphasized that the new structure will have the right not to accept "raw" or fabricated cases, which will significantly enhance the protection of citizens' rights.

Japarov noted that thanks to this step, people who face injustice will not be deprived of their freedom without grounds. "This will ensure the high-level observance of human rights," he added.

Speaking about economic crimes, the president emphasized that those responsible will be punished, while those who have fallen victim to false accusations will be released.

He pointed out that separating investigations from operational work will allow for correct and objective decisions.

The reform will be implemented with future prospects in mind: it is planned to prepare the relevant infrastructure and issue a decree, as well as submit draft laws to the Jogorku Kenesh.

The president stressed that the implementation of these reforms will begin only after significant events, such as the SCO summit and the World Nomad Games, scheduled for this year.

"We are ready to organize this work, but we will start the practical implementation of the reform next year," concluded Sadyr Japarov.
