Zhapаров: The GKNB will focus solely on intelligence and counterintelligence
Sadyr Japarov added: "I have long warned my friend about the need to raise the authority of the GKNB. The prestige of the service should be at the level of the KGB of the USSR, rather than reaching a situation where identification is shown even at kiosks. We need to eliminate such criticism."
The president also commented on the recent cases of the detention of GKNB employees, as well as issues related to the expansion of their powers.
He recalled that on the day the video about the "fight against intimate services" was published, he called for the transfer of this sphere to the Ministry of Internal Affairs, noting that this should not lower the level of the GKNB.
Regarding corruption among employees, the president stated that investigative actions are currently underway, but details are not yet disclosed.
Speaking about the reform of the GKNB, Japarov reported that the Border Service and the State Guard Service have already been removed from the agency's structure.
The president emphasized that a major reform of the law enforcement agencies is ahead, which he had planned to start earlier, but the timelines were shifted for various reasons. "Now, I hope we will start soon," he added.
According to the plans, the GKNB will focus on its core tasks — intelligence and counterintelligence, protection of the constitutional order, combating terrorism, extremism, banditry, and drug trafficking.
The president clarified that the agency will retain the right to conduct investigations only in these areas and will not interfere in the economy. "The work of the GKNB should remain in the shadows; no one should know about its employees," he noted.
According to him, after the reform, the GKNB will become "a real security service, similar to the KGB."
Japarov also added that a clear list of powers will be drawn up, which will be enshrined at the legislative level.
After the reform, the Ministry of Internal Affairs will focus solely on its direct responsibilities, the president emphasized.
He noted that the reform is aimed at the long-term perspective, including the preparation of the necessary infrastructure, issuance of decrees, and submission of bills to the Jogorku Kenesh.
"This is work for the future. We will create the necessary conditions, issue a decree, and then submit bills to the Jogorku Kenesh. After their adoption, we will begin organizational measures," he added.
Sadyr Japarov also reported that the implementation of the reform will begin later. "This year we will have the SCO summit and the World Nomad Games, so we will start the reforms next year," he concluded.
