In 2025, 12 reforms in the field of construction, land, and licensing were launched in Kyrgyzstan, - Ministry of Economy
One of the key initiatives was the project "100 Industrial Enterprises - 2025," under which 119 industrial projects were implemented. The total investment in these projects amounted to approximately 715.7 million US dollars.
As a result of this activity, 8,471 new jobs were created, as reported by the Ministry of Economy.
Context:
Last week, the results of two reforms that became part of the aforementioned program were summarized at the Presidential Administration. One of the significant reforms was the simplification of the process for obtaining permits for international road transport to the People's Republic of China.
Every year, Kyrgyzstan and China exchanged an agreed number of permit forms for international transport. In 2025, this exchange amounted to 130,000 forms. The main problem in this process remained the lack of an integrated information system in collaboration with the Chinese side and an electronic coordination mechanism. Previously, to obtain a permit form, carriers had to gather a package of documents, submit an application, and personally visit the Ministry of Transport to receive a paper permit, which took up to a day. Now, this time has been reduced from 24 hours to 10 minutes.
A new software called e-Permit was developed, allowing for electronic coordination and issuance of special permits. Online applications and the ability for cashless payments through electronic wallets have also been implemented. All information between relevant authorities is now transmitted electronically through the "Tündük" platform.
The second significant reform was the simplification of the transport control procedure at the borders of the member states of the Eurasian Economic Union. For many years, entrepreneurs and logistics companies faced the problem of the lack of data exchange through information systems between Kyrgyzstan and the EAEU countries. As a result, Kyrgyz carriers were forced to provide documents in paper format at the borders, leading to delays.
Within 100 days, the process of information exchange between relevant authorities was updated in accordance with EAEU requirements. The transport control procedure was optimized thanks to electronic data exchange and process automation. Additionally, the information systems of government agencies were improved, and electronic issuance of permits for cabotage transport was implemented, significantly speeding up border crossing and reducing administrative barriers.
