
At a recent parliamentary meeting, Gulya Kozhokulova voiced the idea of forming a specialized water agency. She noted that in the context of global climate change, it is necessary to create an organization with expanded powers for effective management of water resources. According to the deputy, this issue is one of the most pressing in the global context, and the time has come to separate it from other ministries.
Currently, water resource management in Kyrgyzstan is carried out by the Water Resources Service, which is accountable to the Ministry of Agriculture. Thus, the deputy's proposal is aimed at improving the status of this sector, similar to what has been done in neighboring countries.
It should be emphasized that independent agencies dealing with water issues already operate in most Central Asian countries. For example, Uzbekistan has successfully operated the Ministry of Water Management since 2018. In 2023, Kazakhstan established the Ministry of Water Resources and Irrigation, while in Turkmenistan, water resource management is assigned to a separate State Committee under the government. In Tajikistan, similar functions are performed by the Ministry of Energy and Water Resources.
