The State Financial Intelligence Service Notifies the Financial Sector of the Exclusion of "Hayat Tahrir al-Sham" from the UN Sanctions List

- On March 2, 2026, the State Financial Intelligence Service under the Ministry of Finance of the Kyrgyz Republic sent a notification to all financial and non-financial organizations regarding new data in the UN Security Council's sanctions lists.

According to information posted on the official website of the agency, on February 27, 2026, the UN Security Council Committee, operating under resolutions 1267, 1989, and 2253, removed several organizations previously associated with ISIS and Al-Qaeda from its sanctions list.

Among those removed was the group "Hayat Tahrir al-Sham," previously known as "Jabhat al-Nusra." This organization was included in the sanctions list on May 14, 2014, and received its current name in January 2017.

In connection with the removal from the list, financial institutions such as banks, microfinance organizations, exchange offices, and payment systems, as well as non-financial entities including notaries, realtors, and gambling operators, must update their internal databases and synchronize their compliance procedures with the current UN data.

The decision to lift the sanctions was made based on UN Security Council resolutions No. 1267, No. 1989, No. 2253, and No. 2368.
