"Fuel is Transferred or Destroyed": GNS on the Challenges of Storing Fuel

- In Kyrgyzstan, there is a shortage of permanent fuel storage tanks, which creates difficulties in transferring it to government institutions. This was reported on the radio by Bakyt Akmatov, head of the control and labeling department for excise goods at the State Tax Service.

According to Akmatov, the process of storing fuel also has its limitations. "We cannot simply store fuel in our warehouses — it is either handed over to government bodies or is subject to destruction. This is only possible by court order, and the process of reviewing materials takes a lot of time," he noted.

Akmatov also emphasized that the transfer of fuel is a complex process. "Fuel cannot be transferred directly to government institutions; this must be done through bailiffs, who hand it over to the State Property Agency. Moreover, government structures often refuse to pick up the products, which can delay the process by 2-3 months or even half a year, creating additional complications," he added.

He also noted that simplifying this procedure could significantly improve the situation. "If the process were simpler, we could immediately activate the fuel and transfer it to the relevant authorities: the Ministry of Internal Affairs, the Ministry of Defense, or other authorized structures. They could decide how to use the received fuel and under what conditions," Akmatov clarified.

In addition, he mentioned that the service is reaching out to businesses for temporary storage tank provisions, but there are no permanent options available for this.
