The Ministry of Internal Affairs withdraws the bill on testing drivers on the road for traffic violations

As reported by the press secretary of the President of Kyrgyzstan, Askhat Alagozov, the Ministry of Internal Affairs has withdrawn the draft law that proposed on-site testing of drivers using tablets for traffic violations. This decision was made at the direction of President Sadyr Japarov, who took into account the criticism voiced by the public regarding this initiative.

Previously, the authorities proposed a new method for combating traffic rule violators. In accordance with the president's directive, starting from September 1, 2025, it was planned to introduce knowledge checks of traffic rules for drivers who violated them, directly at the stop. The Ministry of Internal Affairs had already submitted the relevant draft laws to the Jogorku Kenesh, and the relevant committee reviewed changes to the Code of Offenses that would allow inspectors to conduct on-site testing. If a driver was unable to answer the questions, their license could be temporarily revoked.

It was implied that drivers would be issued temporary licenses for a period of 60 days, during which they were required to pass an exam at "Unaa." If the exam results were positive, the license would be returned. However, this initiative faced serious criticism, even within the walls of parliament.
