A Month After Tashiev's Resignation: What Personnel Changes Have Occurred During This Time

On February 10, 2026, Kamchybek Tashiev was dismissed from the position of head of the State Committee for National Security (GKNB) and Deputy Prime Minister.

As a result, significant changes followed in the security structures, parliament, and government. Kaktus.media summarizes these events in chronological order.

Changes in GKNB

On the same day, February 10, Jumgalbek Shabdanbekov was appointed acting chairman of the State Committee for National Security (GKNB). On February 19, the president confirmed his position as head of GKNB.

Also on February 10, Abdikarym Alimbaev was removed from the position of First Deputy Chairman of GKNB and immediately appointed as the head of the State Border Service, which was separated from the State Committee for National Security.

On the basis of the 9th service of GKNB, the State Guard Service was established on February 10, and Syrgaka Berdikozhoev was appointed chairman on February 11.

On February 14, Ulan Biibosunov became the head of the Main Directorate of GKNB for Bishkek, replacing Eldar Zhakypbekov, who was sent to the personnel reserve. He was arrested on February 15. On February 16, employees of the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs detained Duyshenbiev Sydyk, who worked in the 6th Directorate of GKNB and was close to Zhakypbekov. On the same day, an investigator of GKNB for the Chui region, nicknamed Vaseline, also linked to Zhakypbekov, was detained. On February 27, it became known about the detention of five more GKNB employees and the dismissal of six in connection with the Zhakypbekov case.

On February 16, Salmoora Jumabekova was removed from the position of head of the GKNB Directorate for Osh, and Kanat Tabaldiev, who previously held the position of akim of the Kara-Suu district, replaced him.

On February 17, another Deputy Chairman of GKNB - Timur Shabdanbekov was replaced by Akylbek Namazov.

Changes in the Ministry of Internal Affairs

Mirlan Ryskel'diev was appointed head of the SVR of the Ministry of Internal Affairs, replacing Ulan Biibosunov, who became the head of the GKNB Main Directorate for Bishkek.

Other resignations in the Ministry of Internal Affairs are associated with the name of Eldar Zhakypbekov.

On February 16, Rufat Abdurazakova, head of personnel for the Chui region's Internal Affairs Directorate, who is the husband of the sister of the former head of GKNB for Bishkek, was dismissed.

The head of the Internal Affairs Department of Balykchy, Chyngyz Tokoldoshev, a close friend of Zhakypbekov, was also removed from his position and detained on February 27.

Deputy Head of the First Mai District Internal Affairs Directorate of Bishkek for Operational Work Aizatbek Uchbaev, also a close friend of Zhakypbekov, was dismissed.

Changes in the Prosecutor's Office

Personnel reshuffles also affected the General Prosecutor's Office, where Baymurza Maatov was relieved of his duties as First Deputy General Prosecutor. His position was taken by Malik Bekturganov, and Zalkarbek Aknazarov was appointed Deputy General Prosecutor.

Nurgazy Matisakov, the nephew of Kamchybek Tashiev, was removed from the position of head of the Transport Prosecutor's Office.

Personnel Changes in the Cabinet

On February 13, Bektur Zulpiev became the authorized representative of the president and government in the Jogorku Kenesh, replacing Almasbek Abytov, who left voluntarily.

On February 24, Bakyt Torobaev, Deputy Chairman of the Cabinet and head of the Ministry of Water Resources and Agriculture, was dismissed. He was replaced by Erlis Akunbekov, after which changes also occurred in the deputies.

Also on February 24, Kanaybek Dosmambetov was removed from the position of head of the Ministry of Health, and Damirbek Osmonov replaced him.

Deputies were changed in the Ministry of Science, the Ministry of Health, the Ministry of Emergency Situations, and the Ministry of Justice.

Parallel Changes in the Jogorku Kenesh

On February 10, rumors emerged that Nurlanbek Turgunbek uulu would leave the post of speaker of the Jogorku Kenesh while on a working visit to Turkey. However, the press service denied this information. Nevertheless, on February 12, Turgunbek uulu resigned, and Marlen Mamataliyev became the new speaker. After that, Turgunbek uulu completely resigned his mandate, and his place was taken by Jayloobai Nyshanov.

A week later, Karim Khandzha left the post of vice-speaker, and his place was taken by Bolot Ibragimov. On February 26, Chyngyz Ajibayev also resigned as vice-speaker, and his position was taken by Mederbek Aliyev.

Changes occurred in the parliamentary committees: Elvira Surabaldiyeva became the chairperson of the committee on international affairs. On February 25, chairpersons of two committees were elected: Gulkan Moldobekova headed the committee on labor and social issues, and Suyunbek Omurzakov headed the committee on judicial and legal issues. The deputy chairperson of the second committee became Zhyldyz Kurmanalieva.

Changes in Cities

On February 18, the mayor of Osh became former deputy of the Jogorku Kenesh Janar Akayev, who replaced Zhenishbek Toktorbaev.

On February 20, it was announced that the mayor of Manas Ernisbek Ormokov was relieved of his duties, and his place was taken by Abdipat Matkalikov.

On March 6, Altynbek Ergeshov was removed from the position of mayor of Tokmok, and Kutpidin Shakirov replaced him.

On March 9, there was a change of mayor of Karakol: Talantbek Imankulov, who previously held the position of special representative of the president, replaced Kanybek Adiev.

Other Appointments

Kutman Mamyrzov headed the State Agency for Personal Data Protection, and on March 5, Kazybek Moldazhiyev was relieved of his duties as director of the State Agency for Physical Culture and Sports, with Urmat Asanbaev becoming the new director.

Galina Bayterek was appointed head of the publishing house "Kyrgyz Tuusu," and Samat Erkinbekov headed the directorate for non-Olympic sports.
