According to information provided by the information policy service of the presidential administration, Sadyr Japarov signed the KR Law "On the Ratification of Exchange Notes between the Cabinet of Ministers of the Kyrgyz Republic and the Government of Japan regarding the project 'Reconstruction (Construction) of a Bridge over the Naryn River on the Bishkek - Osh Highway to Improve Connectivity with the Trans-Caspian International Transport Route,'" as well as a grant agreement with the Japan International Cooperation Agency (JICA). These documents were signed on December 12, 2025, in Bishkek.

The law was approved by the Jogorku Kenesh on February 26, which is necessary to carry out domestic procedures related to the entry into force of the aforementioned exchange notes and agreement.

As part of the grant agreement, the construction of a modern 210-meter bridge over the Naryn River is planned. This will ensure more efficient transportation and uninterrupted traffic on the Bishkek - Osh highway, which, in turn, will increase the capacity of the route, reduce travel time for freight and passenger transport, and improve the region's connectivity with the Trans-Caspian International Transport Route. The new bridge will be built in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek - Osh highway, on the site of the old bridge built in 1964, which is no longer capable of fulfilling its functions.

To implement the project, the Government of Japan is allocating a grant of 3 billion 190 million Japanese yen (approximately $20 million 49 thousand). Kyrgyzstan will also allocate funds from the republican budget amounting to $113,202 (approximately 10 million soms).

The law will come into effect ten days after its official publication.
