He emphasized that "in 2021, no university from Kyrgyzstan was on these lists," adding that significant work has been done by the Ministry of Higher Education and Science, established in 2025.
According to Baisalov, supporting talented youth is an important priority.
“When I was an ambassador in London, visiting Cambridge, we saw students from Kazakhstan and Uzbekistan, but there were no Kyrgyz students there. Now our students study at universities such as Cambridge, Oxford, Harvard, and Stanford: one or two, and in some cases three or four,” he noted.
