Tumanbaev explained why private driving schools are transitioning to state control

Kanibek Tumanbaev, the head of the president's office, commented on the protest organized by representatives of private driving schools on social media. He announced the start of reforms related to the driver training system and the issuance of driver's licenses.

According to Tumanbaev, there have been instances in the past where driver's licenses were "sold" in some private driving schools, which, in his opinion, contributed to an increase in the number of traffic accidents. He also noted that in 2025, compared to 2024, there is an observed rise in accident rates and fatalities on the roads.

In response to the protesters' accusations that they were not informed about the upcoming changes and the potential loss of licenses, Tumanbaev pointed out that the heads of private driving schools were previously gathered at "Yntymak Ordo" to discuss the planned reforms.

He added that many drivers lack basic knowledge of traffic rules, and many candidates for drivers are unable to pass the theoretical exams on their first attempt.

Tumanbaev emphasized that the reforms are not aimed against all private driving schools, as there are specialists among them who provide quality training and foster a culture of driving. He noted that such instructors are planned to be involved in the state training system.

According to him, the reform of the vehicle registration system and the issuance of driver's licenses has already begun, and a key aspect of the changes will be driver education. In the future, trainees will be taught exclusively in driving schools that are under state control.

According to Tumanbaev's statement, the acceptance of applications for the new training program in accordance with the approved standards will begin in mid-February 2026.
