Bolotbekov holds a higher education degree in "jurisprudence," which he obtained from the International University of Kyrgyzstan, as well as a master's degree in international law. He is a candidate of political sciences and holds a lawyer's license. His professional experience includes serving as the head of the Sverdlovsk District Administration of the Bishkek City Hall, the mayor of Naryn, and the director of the Department of Individual Housing Construction in the capital municipality.
