The deputy proposes to change the entry rules for relatives of citizens of Kyrgyzstan

Deputy of the Jogorku Kenesh Dastan Bekeshev has proposed amendments to the Law "On External Migration," concerning the duration of stay for foreign citizens who have close relatives in Kyrgyzstan.

The main task of the bill is to establish an exception to the existing restrictions for foreign citizens who have close relatives in Kyrgyzstan, which will allow for a balance between migration policy interests and human rights.

Currently, for foreign citizens benefiting from a visa-free regime, the duration of stay must not exceed 60 days within a 120-day period unless otherwise stipulated by law. However, the practice of applying such restrictions in other countries shows significant risks for people with close family ties outside the country.

According to information from the Ministry of Foreign Affairs of Kyrgyzstan, as of September 1, 2025, new rules came into effect in Kazakhstan, establishing a duration of stay for Kyrgyz citizens at 90 days within a 180-day period. Exceeding this period leads to entry restrictions. These norms have already resulted in several high-profile cases related to errors in tracking durations and the formal application of migration rules:

"These examples clearly show that strict adherence to stay durations without considering family circumstances can seriously violate human rights and create social tension," the justification states.

Dastan Bekeshev emphasized that the adoption of this bill will create a legal mechanism for protecting family ties and reduce the likelihood of humanitarian and social conflicts.
