The project, according to Kulov, has strategic significance and could turn Kyrgyzstan into a key transit point between the East and the West. The estimated cost of construction is about $4.7 billion, of which 24.5% will be borne by Kyrgyzstan.
Kulov suggests allocating 30% of Kyrgyzstan's share for the sale of registered shares of the project to citizens. The basic participation amount could be approximately 4,000–5,000 soms per person, with the possibility of installment payments over 4–6 years, which amounts to about 60–90 soms per month.
In his view, such a scheme will reduce dependence on external borrowing, lower the debt burden, and attract domestic investments. Instead of paying interest to foreign creditors, the state will be able to distribute income in the form of dividends among citizens.
Kulov also pointed out that when the project reaches its designed capacity, the expected return could be within 15–25% per annum, ensuring regular payments, stock value growth, and protection against inflation.
Among the proposed conditions are the issuance of registered shares with restrictions on free sale, the possibility of inheritance, and the right of redemption only by the state. This, according to Kulov, will help protect the project from speculation and concentration in the hands of a small group of people.
He noted that similar mechanisms have already been used in countries such as Norway and Singapore and proposed adapting them for Kyrgyzstan.
In conclusion, Kulov emphasized that his initiative will be put to public discussion and urged economists, lawyers, business representatives, and citizens to actively share their opinions and suggestions.
