The President commented on the situation surrounding the figure of Alexey Shirshov, who has become a topic of discussion in society.
The discussion of Alexey Shirshov's name has become relevant again following his participation in negotiations in Moscow. President Sadyr Japarov noted in an interview with the news agency "Kabar" that the information provided by Shirshov is used in the interests of the state.
A photograph capturing Shirshov during a meeting with representatives of the Ministry of Energy of Russia and the Kyrgyz delegation sparked debates on social media. Some users recalled previous statements by the president, in which it was said that Shirshov would not hold government positions.
Daniyar Amangeldiev expressed the opinion that "we need Shirshov's knowledge and information." In response, some critically remarked: "Is there really no more qualified expert in Kyrgyzstan than Shirshov?" Someone even added: "Where is Tashieva, and Shirshov is here." What does this actually mean?
— Let me clarify. I will start by saying that, if I am not mistaken, this happened at the end of 2021. Shirshov, through intermediaries, stated: "If I had not been arrested, I would have gone to Kyrgyzstan, as I know Maxim's assets, and I could help return them to the state." He was aware of Maxim's affairs.
When I contacted law enforcement agencies, they confirmed that Shirshov is not wanted. Therefore, we decided to give him the opportunity to come and share his knowledge.
He came, and we agreed on the terms. We told him: "You no longer have the previous power. You have no right to engage in corrupt actions. If you do, we will arrest you. You and Maxim became wealthy. Now help return these assets to the state. Share the information."
Cooperation with the State Committee for National Security and the Ministry of Internal Affairs began, and the company "Aurora Plus" provided data on seized cottages registered to relatives or friends. As a result, several properties were returned to the state.
According to his own words, Maxim Bakiyev owns the "Chateau Castle" villa in southeastern France, which he purchased from Berezovsky. The Ministry of Justice has been dealing with this case since 2023, but the legal proceedings could drag on for years, and it is unclear whether the decision will be in favor of Kyrgyzstan. Let's see what happens next.
Additionally, Shirshov provided information about the company "Elkat," which previously belonged to Maxim Bakiyev and is now fully transferred to the state, with an estimated value of about 6 billion soms.
Regarding his participation in negotiations in Moscow, we have a debt of 37 million dollars to "RusHydro" for the Upper Naryn Cascade of Hydroelectric Power Stations, and with interest, it exceeds 51 million dollars. Interest continues to accumulate.
The International Court has ruled on the accrual of this debt. I sent a delegation headed by Daniyar Amangeldiev to Moscow with a proposal to discuss ways to repay the debt.
During the negotiations, Shirshov contacted Daniyar Amangeldiev, offering his assistance and information about "RusHydro," with whom he had previously worked. Only time will tell how valuable his information will be.
It is important to note that we will not allow Shirshov to hold the same position in the ministry again. If his participation is beneficial to the state, we will consider it; if not – we will say: "Leave peacefully."
In general, we will not allow any attempts to attack the state treasury.
Therefore, we should not pay attention to those who continue to "manipulate" Shirshov's name.
The Ministry of Energy intends to repay its long-standing debt of 137 billion soms this year and start making a profit from next year. We have completely halted corruption in this area, allowing us to repay a 30-year debt in just 5 years. If theft continues, the funds will go in the wrong direction, and the debt will grow.
If someone is caught in corruption, there will be no leniency. This applies not only to the Ministry of Energy but to all state institutions and officials,” the president concluded.
