Since the beginning of 2021, the State Financial Supervision has conducted 285 inspections of pawnshops.

As a result of these inspections, 111 licenses were revoked, and 11 licenses were temporarily suspended. The total amount of imposed fines amounted to 8 million 414 thousand soms, which includes 290 individual fines.

The agency noted that inspections were carried out both remotely and on-site, using a risk-oriented approach, analysis of reporting, and monitoring of compliance with regulations.

Among the most common violations identified by the Financial Supervision are hidden commissions, illegal retention of pledged property, and violations in the sale of pledged items.

Additionally, a reminder was issued regarding the rules established by the Cabinet resolution dated November 6, 2024, No. 671, which prohibits pawnshops from unilaterally changing the terms of the contract if it worsens the borrower's rights or increases their obligations. Furthermore, the transfer of data to credit bureaus is only permitted for loan amounts exceeding 200,000 soms.

The Financial Supervision stated its intention to continue supervisory activities, including the development of digital tools for analysis and monitoring.
