Border crossing restrictions may negatively impact the economic situation in the country

- On March 5, 2026, in the Jogorku Kenesh, Deputy Umbetaly Kydyraiev drew attention to the functioning of the border crossing points between Kyrgyzstan and Kazakhstan.

During the meeting, he asked the First Deputy Chairman of the Border Service Marat Maralbaev about the number of operational checkpoints in this section of the border. Maralbaev replied that there are six checkpoints operating on the Kyrgyz-Kazakh border: “Karkyra,” “Chon-Kapka,” “Chaldybar,” “Ak-Zhol,” “Ak-Tilek,” and “Tokmok.”

The deputy also inquired about the circumstances under which the border could be closed from both sides.

Maralbaev explained that decisions regarding the temporary closure of the border are made depending on the current situation and can vary: sometimes restrictions are imposed by the Kazakh side, and in other cases, by Kyrgyzstan.

As an example, he recalled the border closure in 2020 due to the coronavirus pandemic.

Kydyraiev also reminded that in April 2010, the border was closed from the Kyrgyz side for 2.5 months. He added that when discussing bilateral agreements, it is important to clarify risks and mechanisms of responsibility for the parties in advance. The deputy mentioned the existing treaty on "eternal friendship," which defines the obligations of the parties, and emphasized that ill-considered decisions regarding restrictions could negatively impact the economic and social situation in the country.

At the time of the discussion, the deputies were considering the draft law "On the Ratification of the Protocol Amending the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Border Crossing Points dated December 25, 2003, signed on August 22, 2025, in Bishkek" in the second reading.

The draft law proposes to change the status of the border crossing points "Tomonku-Chui-road" ("Kamishanovka-road") and "Kichi-Kapka-road" from bilateral to multilateral (international), as well as to change the operating mode of the "Tomonku-Chui-road" point from daytime to round-the-clock.

These changes are driven by the need to create favorable conditions for the development of tourism, increase the flow of cargo and passengers, attract foreign tourists, and improve infrastructure.

As a result of the discussion, the deputies adopted the draft law in the second reading.
