On March 5, Karybek uulu, addressing his colleagues, noted that producers should be held accountable for the quality of their products. According to him, the laws passed in parliament are not subjected to proper quality control.
“We pass laws to the cabinet of ministers and do not follow their fate. If an engineer makes a one-centimeter mistake while building a bridge, it can lead to disaster. Our legislative mistakes can also cause great harm to society,” he emphasized.
The deputy reminded that over the past three years, the Jogorku Kenesh has adopted 677 laws, but only eight of them have been monitored and analyzed, which is a direct responsibility of parliament.
“The quality of the laws being passed has significantly decreased. When we discuss shortcomings, colleagues resort to personal attacks and start insulting each other instead of seeking legally justified answers. If we are truly professionals, let’s demonstrate this through quality laws,” said Karybek uulu.He also expressed the opinion that parliament resembles a law-making factory that focuses on quantity rather than quality. To improve the situation, the deputy proposed to create an institute for parliamentary analysis and research on the impact of laws, which would include one employee from each of the eight committees.
In response to these words, Aliyev agreed with his colleague's position. “Yes, the Jogorku Kenesh should not only pass laws but also monitor their implementation. For this, deputies should have the appropriate education and experience in public service, and not just engage in formal actions. Our work requires patience and resilience,” noted the vice-speaker.
Karybek uulu agreed that Aliyev correctly pointed out important aspects.
“It is important to note that some public servants ignore the opinions of others and consider themselves the only smart ones. But society will evaluate their work and contribution. We must be aware of our responsibility. The time spent in the maternity ward, the fight against corruption, and creating better conditions for future generations – all of this will be appreciated by the people,” added the deputy.
