The speaker of the Manas City Council, Nurtilek Bolotov, has resigned from his position. This decision was announced on March 9, 2026, during a session.

Bolotov was elected as speaker in September 2025. At that time, his candidacy was supported by 37 out of 41 deputies.

Today, during the session, the deputies of the city council expressed the opinion that during Bolotov's tenure as chairman, the city council operated in unity, without division.

The factions of the city council took a 15-minute break to discuss the nomination of candidates for the position of speaker.

Bolotov became the second speaker of the Manas City Council of this convocation. Turmush wrote that the newly elected deputies of the Jalal-Abad City Council gathered for a session on November 28, 2024. They were presented with official IDs and badges.

Of the 41 elected deputies, 12 are women. Three political parties competed for the mandates in the city council at that time. All of them surpassed the electoral threshold of 5%. The results of the voters' ballots were distributed as follows:

- "Zhanı Kyrgyzstan" party — 48.52% (20 mandates);

- "Adilet" party — 40.67% (17 mandates);

- "Emgek" party — 9.67% (4 mandates).

At the first session, the faction leaders announced the formation of a coalition of all three parties — it was named "Bek". Nurtilek Bolotov (from the "Zhanı Kyrgyzstan" faction) was elected as the leader.

Subsequently, all three parties nominated a single candidate for the position of speaker of the Jalal-Abad City Council — Orozbek Turdubekov. A total of 40 deputies out of 41 participated in the voting.

37 deputies voted for Turdubekov's candidacy, while 3 voted against.
