Sadyr Japarov has taken the initiative in the security sector, clearly outlining his political priorities and direction for the country's further development. Following a series of high-profile resignations, the most resonant of which was the dismissal of Kamchybek Tashiev from the position of head of the GKNB, the public and experts began to actively discuss what this means for the future of Kyrgyzstan. Questions also arose in the foreign press about what the president fears and expectations of possible social unrest.
However, most analysts mistakenly interpreted the situation as personal squabbles. President Japarov has no reason to fear—he possesses a clear vision for the future and the support of the people. He has taken full responsibility for what is happening in the country and is confidently moving forward. Tashiev, for his part, reacted to his dismissal with dignity, emphasizing that the interests of the homeland are always more important than personal relationships.
The reform of the GKNB, which includes the dismissal of people close to Tashiev, was not a result of the president's fear, but a reflection of deeper processes. The security sector, which was supposed to protect the state, began to act as a competing structure, forgetting its true responsibilities. Over the past four years, the GKNB has acquired the characteristics of a punitive body, leading to brutal repressions against both real criminals and those who fell under the fire of "anti-corruption fighters."
Since the active fight against crime began, the public supported this initiative; however, it gradually turned into a campaign with harsh repressions. The president had no personal grievances against Tashiev but noticed how some intrigants tried to undermine his friend. These third forces, seeking destabilization, almost split society by collecting signatures for early elections and threatening the general. It will now be up to the investigation to deal with these provocations.
As Sadyr Japarov explained: "In 2021, the people entrusted me with the fate of the state. I must preserve the unity of the people in accordance with the Constitution." The letter from 75 elders was merely a push for the long-overdue reform of the GKNB. The president emphasizes that times are changing, and state institutions must adapt. There is no need for harshness towards citizens, including journalists and businessmen—special services should primarily protect the interests of the people.
It has been noted that during this transformation, clear value contradictions have emerged. While veterans of the security forces did not show support for the reform, possibly due to loyalty to outdated methods, young officers of the GKNB embraced the changes with enthusiasm. The new generation of security service employees supports the president's initiatives, seeing them as an opportunity to create a modern, clean, and professional body operating on legal grounds.
Jumgalbek Shabdanbekov, the new chairman of the GKNB, has already stated the need to transition to legal methods, depoliticize the agency, and avoid tribalism. Sadyr Japarov called on security forces to stop unjustified pressure on businesses, stating that honest entrepreneurs should be under the protection of national security, not become its target. The president intervened in the agency's affairs in a timely manner, stopping it on the brink of danger. His decisive decision clearly demonstrated that there would be no more coalition, but rather a single leadership and full accountability to the people who chose him as the guarantor of peace and development. Kyrgyzstan has once again gained a truly strong and independent leader who has placed the security forces in the service of the law and society.
