Special zones and government control. Deputy Samakov proposed to restrict processions and gatherings in Kyrgyzstan

The deputy expresses concern about maintaining public order and the need to involve the police.



Deputy of the Jogorku Kenesh Kubanychbek Samakov has proposed granting authorities expanded powers to regulate rallies. His legislative initiative is currently in the public discussion stage.


The main goal of the proposed changes is to ensure the safety of citizens, maintain public order, and protect the rights of the population, as stated in the justification report for the project.


According to the new provisions, local authorities will be granted the right to establish special places for holding rallies and to determine the routes of processions.


Under current legislation, rallies can take place in any location, and authorities are prohibited from determining their time, places, and routes of peaceful assemblies.


Deputy Samakov believes that existing laws need to be revised. He cited data from the Ministry of Internal Affairs indicating that from 2020 to 2023, there were 3,740 rallies and gatherings in the country, which required police involvement to maintain order. Many processions violated sanitary norms, blocked pedestrian and vehicle traffic, restricted citizens' access to housing and social facilities, and caused damage to property and green spaces.


Additionally, the deputy noted examples from other countries, such as Lithuania, Russia, and EU member states, where similar restrictions are in place.
