Former Prime Minister of Kyrgyzstan Kulov commented on the transformations in Kazakhstan

According to him, the changes in Kazakhstan reflect the desire for modernization and improvement of public administration.



Felix Kulov, former Prime Minister and ex-Vice President of Kyrgyzstan, stated that the constitutional reform in Kazakhstan is a logical step in the development of the state aimed at adapting the political system to current challenges.


He emphasized that any changes to the Constitution should be assessed in the context of the historical development of the nation. The Constitution is not a static document but a living organism that changes along with the conditions of society.


"There are no perfect constitutions. The fundamental law always reflects the tasks and challenges of a specific era. Over time, as society changes, constitutions evolve, which is a natural process for the development of statehood," Kulov noted.

In his view, the changes in Kazakhstan are not an isolated event but part of a continuous institutional renewal. In the face of new economic, technological, and geopolitical challenges, it is critically important for state institutions to be able to adapt.


Kulov also emphasized the importance of legal mechanisms that ensure the protection of citizens' rights, noting the establishment of a Constitutional Court, which expands opportunities for the protection of citizens' rights.


"The establishment of the Constitutional Court significantly strengthens the protection of citizens' rights. Direct appeals to this body correspond to international standards of rule-of-law states and are an important step towards strengthening the rule of law," he added.


The expert also discussed changes in the upper echelons of power, such as the introduction of a single seven-year presidential term, which, in his opinion, should reduce the risks of concentration of power and contribute to a more balanced political system.


In this context, Kulov highlighted the importance of norms limiting the appointment of close relatives of the president to high positions, which will help prevent conflicts of interest and increase transparency in governance.


An important point he highlighted is the management of natural resources. He emphasized that enshrining the right of the people to land and its subsoil in the Constitution is fundamentally important for state policy.


"For a country with rich resource potential, this provision is of particular value. It indicates that natural wealth is the common property of the people, and state policy should be aimed at ensuring that the income from their use serves the interests of the entire society," Kulov concluded.


He also noted that the importance of reforms goes beyond the political system and is directly related to economic growth.


"Strong legal institutions are one of the key factors in economic development. The experience of other countries shows that those who strengthen the rule of law and establish transparent rules for business gain significant advantages in economic growth," he added.


Kulov believes that the new edition of the Constitution of Kazakhstan creates a legal foundation for future political and economic transformations.


Moreover, he pointed out the regional significance of these changes, indicating that Kazakhstan, being the largest economy in Central Asia, plays a key role in ensuring the stability of the region.


According to Kulov, the successful development of Kazakhstan will positively reflect on all of Central Asia, considering their close economic and humanitarian ties.


In conclusion of his analysis, he emphasized that the practical implementation of the reforms is as important as their content.


The extent to which the principles laid down in the Constitution are consistently implemented will determine whether it can become a solid foundation for strengthening state institutions and improving the well-being of citizens in the long term.
