
During the monitoring of the software of the Unified Automated Information System (EAIS), employees of the Main Department for Combating Smuggling discovered cases of inaccurate declaration of vehicles imported from China for LLC "M.". These actions violate the customs legislation of both Kyrgyzstan and the Eurasian Economic Union.
The analysis of accompanying documents and data on vehicles allowed for the identification of these facts. For example, on May 5, 2025, a FAW JIEFANG truck was registered at the Naryn customs post, with the year of manufacture stated as 2020 in the documents. However, according to international standard ISO 3779, the tenth letter of the VIN — "K" — corresponds to the year 2019. The total customs duties during registration amounted to 231,591 soms.
In another case, on June 14, 2025, a concrete mixer truck of the C&C Trucks brand was imported for LLC "M.17", which was also declared with a 2020 year of manufacture. However, verification showed that the tenth letter of the VIN — "H" — corresponds to the year 2017, and the total customs duties amounted to 426,704 soms.
On August 1, 2025, concrete mixer trucks of the SANY brand were imported under transit declarations with a declared year of manufacture of 2018. As a result, the total customs duties amounted to 1,742,522 soms.
On February 16, 2026, a KOMATSU tracked excavator was registered at the Naryn customs post, with the year of manufacture stated as 2023 in the documents. However, according to ISO 3779 and the Decision of the Board of the Eurasian Economic Commission dated July 7, 2025, No. 64, the tenth letter of the VIN — "J" — corresponds to the year 2018. On February 19, 2026, a package of documents was submitted for registration, and the total customs duties amounted to 942,885 soms.
Materials on all identified facts were forwarded to the Investigative Department of the State Customs Service. As a result of the conducted activities, 3,343,704 soms were recovered for the budget of the Kyrgyz Republic.
